DGP - General Partner of ICC Construction Summit 2026

The 4th Annual ICC Construction Summit took place on September 8, 2026 in the Moscow Continental Hotel. Dyakyn, Gortsunyan & Partners once again was proud to support the Forum as its General Partner.

The DGP experts took an active part in the event’s business programme.

Ilya Skripnikov, Partner, Head of PPP and Construction delivered a presentation on government support instruments for construction projects and public–private partnership (PPP) initiatives. In his remarks, he outlined the government’s perspective, how it views the role of such support and the sector’s priorities while also highlighting key trends and the main directions for further development.
Special attention was paid to the 2026 legislative agenda, including expected regulatory changes and initiatives that may affect project preparation and implementation. Ilya also systematised the main categories of support measures and described which formats and mechanisms are currently in greatest demand.

Alexander Nazarov, Counsel shared best practices for managing arbitration proceedings in construction disputes. He pointed out the key features of such conflicts and focused on process optimisation tools: from bifurcation and the appointment of an emergency arbitrator to imposing limits on the length and number of rounds of written submissions and holding a case management conference (CMC). He also offered a balanced view of mediation and identified “windows” for negotiations, stages at which the chances of reaching a settlement are highest.

Yuri Makhonin, Partner moderated a roundtable dedicated to key trends and new developments in construction dispute practice. Yuri effortlessly guided the discussion, highlighting the most significant changes and helping participants focus on how these trends are already influencing case strategy and the choice of procedural tools. The roundtable format enabled a structured exchange of experience and perspectives with different interlocutors and allowed participants to cover the maximum number of practical issues within a limited time.

We would like to thank the organisers of the Summit for the outstanding level of preparation and a substantive business programme.
